Why PayPal is unavailable in Russia
Since March 2022 PayPal has suspended operations in Russia. This means:
- no new payments or transfers can be made
- balance top-ups are blocked
- withdrawal of existing balances was possible for a limited time only
- new accounts using Russian details cannot be registered
Existing accounts of Russian users are effectively frozen. Receiving money via PayPal from foreign clients directly is not possible.
Working alternatives
Payoneer
Payoneer continues to operate for users from Russia and provides account details for receiving USD, EUR, and GBP from foreign clients. It is a practical PayPal replacement for B2B payments.

Foreign bank account
Opening a personal account at a bank in Kyrgyzstan, Kazakhstan, Armenia, or Georgia allows you to receive SWIFT transfers and connect to foreign payment systems.

Cryptocurrency (USDT/USDC)
The recipient provides a crypto address; the sender transfers USDT or USDC. Convert to local currency via P2P exchanges (Binance, ByBit).

Wise (via a non-Russian account)
If you have a foreign address (Armenia, Georgia, Kyrgyzstan) you can open a Wise account and receive money from foreign clients.

Does PayPal work for Russian citizens living abroad? Yes โ if you are located in another country and have a foreign phone number and bank card, you can use PayPal. Citizenship is not a blocking factor โ the restriction is territorial.
Can I use someone else's PayPal to receive money? This violates PayPal's terms of service and risks blocking the account owner's account. We do not recommend it.
Will PayPal return to Russia? The outlook is uncertain. As of 2026 the situation has not changed and no official plans for a return have been announced.
