Revolut is a fintech bank with licences in the UK, EU, US and Australia. Before 2022 it was a favourite of Russian travellers for its zero-fee FX. After sanctions, the service tightened the rules hard for Russian citizens and residents. Can a Russian still open Revolut in 2026? Short answer: only with verified residency in a Revolut-supported country, and only without Russian financial infrastructure in your KYC trail.
What Revolut Does in 2026
Since August 2022 Revolut has:
- Frozen new accounts with Russian citizenship and Russian addresses.
- Blocked top-ups via Russian Visa/Mastercard/MIR.
- Restricted outbound transfers to Russian banks.
- Disabled crypto features (Revolut Trading) for accounts with Russian citizenship.
- Blocked Russian IPs from the app without VPN.
That said, existing accounts opened before 2022 by Russians abroad still operate with restrictions โ no transfers to Russia and no Russian top-ups.
Conditions for Opening a New Account
In 2026, to open Revolut as a Russian citizen you need:
- Residency or citizenship in a Revolut country: EEA, UK, Switzerland, US, Australia, Japan, Singapore.
- A current proof of address โ utility bill or bank statement in the country of residence (not Russia).
- A local phone number for SMS verification.
- A local debit card for initial funding.
- In KYC, "Citizenship: Russia" is allowed, provided the residency matches.
You cannot open Revolut while physically in Russia with only a Russian passport. Not via VPN, not by checking "non-resident" โ KYC blocks at address verification.

Consequences of Trying to Bypass
- Balance freeze. A 3โ6-month KYC re-check will surface inconsistencies and freeze the balance.

Alternatives for Russians without Residency
