ChatGPT Plus 'Card Declined' — Why OpenAI Refuses Your Payment
When you try to subscribe to ChatGPT Plus at $20/month OpenAI replies with «Your card was declined. Please try a different payment method» or «We were unable to authenticate your payment method». The card is valid, the limit is fine, 3-D Secure pings work — but the payment never goes through. This is not an outage and not a bug. OpenAI declines cards from an entire list of countries on purpose, and retrying is pointless.
Why this happens
- OpenAI's sanctions policy. OpenAI does not service Russia, Belarus, Iran, North Korea, Cuba, Syria, Crimea and a few more regions. Cards from those countries are blocked at checkout automatically.
- Stripe is OpenAI's gateway. Stripe inspects the BIN and the issuing country. If the country is on the restriction list the request is killed before reaching the bank.
- OpenAI antifraud. A mismatch between card country, IP and interface language raises the risk score. Even a card from a supported country may be declined when the IP looks suspicious.
- Virtual cards from Russian banks. Many «virtual» cards from Qiwi, YooMoney or local banks still carry a Russian BIN and fall under the same rule.
How to fix it
- Do not retry the same card. After 2-3 declines OpenAI flags the account as high-risk and silently rejects further attempts.
- Use a virtual card from a supported country. Services that issue US / EU virtual cards work — confirm first that the BIN is from a country on openai.com/policies/supported-countries.
- Match account country and card country. OpenAI requires the Country field in Settings → Billing to match the card's issuing country.
- Use a VPN with an IP from the same country. Without a local IP even a valid card may be flagged as fraud.
- Alternative — ready-made ChatGPT Plus access. If you do not want to hunt down a virtual card and VPN, you can buy access to an account with an active Plus subscription through a reseller.
