What Is the «Your Payment Method Was Declined» Error
This OpenAI system message means the attempt to charge your card has failed. The error can appear when first adding a card, during automatic API billing, or when renewing a ChatGPT Plus subscription.
The message is intentionally vague — OpenAI does not reveal the exact reason for the decline. However, a limited set of causes accounts for 95% of all cases.
Why It Happens
Country of card issuance is blocked. OpenAI does not operate in all regions. Cards issued in Russia, Belarus, Iran, North Korea, Cuba, and several other countries are blocked regardless of card type or available balance.

Step 1. Check your card's country. Find out which country issued your card. If it's on OpenAI's restricted list, you'll need a card from a different jurisdiction.
Step 2. Confirm the card is not prepaid. Check the card type in your banking app. Prepaid and gift cards won't work — you need a standard debit or credit card.
Step 3. Verify the billing address. Go to Billing → Payment methods and review the address on file. It must exactly match the address your bank associates with the card.
