What Is a Card Payout and Why It Can Fail
A card payout sends money directly to the recipient's payment card. Unlike a bank transfer, funds are routed to the card number rather than an account. The main networks for such payouts are Visa Direct and Mastercard Send. Despite the convenience, card payouts have a number of technical and regulatory limitations.
Why It Happens
Card does not support incoming push payments. Not all cards are enrolled in Visa Direct or Mastercard Send programs. Debit cards are more commonly supported than credit cards.
Recipient's country is not supported. Visa Direct and Mastercard Send are not available in all countries. If the card was issued in an unsupported country, the payout will be declined.

Try an alternative method. If card payout is not working, offer the recipient a bank transfer (SEPA, SWIFT) or a mobile wallet.
Ask the recipient to check with their bank. Sometimes it is enough for the cardholder to call their bank and confirm they can receive push payments.
