What Is This Error
Steam displays "Your transaction was cancelled by your bank" or "Transaction declined by issuing bank." This means the charge request from Steam reached your bank, but the bank refused to process it. Steam doesn't charge your card and the purchase doesn't complete.
Why It Happens
Banks cancel Steam transactions for several reasons, and it's not always obvious which one applies.
MCC block (Merchant Category Code). Steam operates under MCC 7994 (Digital Goods / Video Game Arcades). Some banks block payments in the digital goods or gaming category by default โ especially cards with a restricted spending profile.
Foreign exchange and currency controls. Steam bills in the region's currency (USD for the US, EUR for Europe, etc.). A bank may block international transactions in foreign currencies or apply additional verification.
Anti-fraud system trigger. An unusual transaction โ a new merchant, a large amount, an atypical region โ may be flagged by the fraud prevention system. This is especially common for the first Steam purchase on a new card.
Online purchase limit. The card may have a daily or monthly limit on online transactions that has already been reached.
Sanctions-related restrictions. A Steam payment routed through a US correspondent bank may be blocked due to sanctions-related restrictions between certain countries.
Step-by-Step Fix
Call your bank. This is the first and most important step. Ask the operator to clarify the decline reason and request that the block on MCC 7994 or international online transactions be lifted.
Enable bank notifications. If not already enabled, turn on SMS or push notifications. Next time a transaction is blocked, you'll immediately know why.
Use a Marix virtual card. Marix cards are issued on US payment networks, have no MCC restrictions on digital goods, and support Steam transactions without issues.
Check your daily limits. In your banking app, confirm that the daily limit for online purchases hasn't been reached.
Try a smaller amount. If the issue is a spending limit, try splitting the purchase into smaller transactions.
Wait and retry. If the bank temporarily blocked your card due to suspected fraud, the block usually lifts within 24 hours.
Switch payment methods in Steam. If your card won't work, try adding funds to your Steam wallet via a different method (e.g. a Steam Gift Card) and then purchase from the wallet balance.
FAQ
My bank blocked my card after the Steam decline โ what do I do? Call your bank and explain you were making a legitimate Steam purchase. The bank will lift the temporary block after confirmation.
Steam worked before โ why are transactions being declined now? Banks periodically update their anti-fraud rules. A card that worked previously may fall under new restrictions. The cause may also be a change in your Steam region or the purchase amount.
Can I buy a Steam game without a card? Yes. Top up your Steam wallet using a Steam Gift Card or use another payment method available in your region.
If your bank keeps blocking Steam, use Marix โ virtual cards without MCC restrictions for Steam purchases.
