What "Suspicious Merchant Activity" Means
This is a status that payment systems (Visa, Mastercard, PayPal, Stripe, and others) assign to a merchant when they detect patterns characteristic of fraud or terms-of-service violations. For the buyer, it means the payment is blocked or processed with heightened security measures. For the seller, it means a risk of funds being frozen or the processing agreement being terminated.
Why It Happens
High chargeback rate. If the dispute ratio exceeds 1% of transaction volume (the Visa/Mastercard threshold), the merchant is automatically enrolled in monitoring programmes (VAMP, MATCH-list).
MCC code mismatch. If a seller declared one product category (e.g., "electronics") but is actually selling something different, the system flags the anomaly.
Sudden spike in transaction volume. An unexpected revenue surge without notifying the processor in advance is interpreted as a sign of illicit activity.
Customer complaints. Mass complaints to bank support lines or reports in monitoring systems (such as Ethoca) raise the merchant's risk level.
Operating in a high-risk niche. Forex, cryptocurrency, pharmaceuticals, and online gambling are categories that are under heightened scrutiny from the start.
What to Do
Request the block details from your processor. Find out the specific error code and reason. Without this information it is impossible to take the right corrective action.
Audit your chargebacks. Identify which transactions triggered disputes and address the root cause: improve product descriptions, add a return policy, improve customer service.
Update your business information. Make sure the MCC code, website, and business description match your company's actual activity.
Contact your processor's risk manager. Most major processors are willing to work with merchants who demonstrate willingness to fix the situation.
Consider switching processors. If your current processor cannot or will not unblock the account, look for an alternative provider specialising in your niche.
Implement preventive measures. Use 3DS2, Address Verification System (AVS), and regularly monitor your chargeback rate.
FAQ
Can buyers be harmed if a merchant is flagged as suspicious? Yes โ payments may be blocked or delayed. Orders that were already paid are generally fulfilled in most cases, but it is advisable to confirm the status with the seller.
How long does a merchant review take? It depends on the processor and the reason for the block: from 24 hours to several weeks. In serious cases (MATCH-list) the process can take months.
What is the MATCH-list and how do you get off it? MATCH (Member Alert to Control High-Risk) is Mastercard's database of blocked merchants. It is easy to get onto it and hard to get off: you must prove the violations have been remedied and pass a fresh underwriting review.
