Does Google Play Detect Country by SIM Card or IP?

What Google Play Considers When Determining Region
Google Play uses several factors, but the main one is the account's payment profile.
Payment Profile (Main Factor)
This is what actually determines the region for purchases and subscriptions. Set once in Google Play settings and only changed there.
SIM Card
Google Play checks the SIM card during initial account setup. If the phone has a Russian SIM โ it will suggest the Russian region by default.
But SIM doesn't change an already-set region. Changing SIM after setup won't change the payment profile.
IP Address
IP is used as an additional signal, especially when fraud is suspected. VPN doesn't change the account region, but can block transactions.
