What is a region-restricted Steam key
A Steam key is an alphanumeric code that activates a game in your Steam library. Most keys are issued by the platform to third-party sellers, but with a catch: publishers can restrict the regions where a key can be activated.
A region-restricted key is one that only works in specific countries. Attempting to activate such a key from a different region results in an error: "This product is not available in your region."
What regions exist on Steam
- Global / Worldwide โ no restrictions, works in any country. Most convenient, but often the most expensive.
- CIS โ works in Russia, Belarus, Ukraine, Kazakhstan and other former Soviet states. Often cheaper than Global.
- EU (European Union) โ works in EU countries and sometimes in the EEA (Norway, Iceland, Liechtenstein).
- RoW (Rest of World) โ "rest of world," everything outside specific restricted regions. Usually works in most countries with a few exceptions.
- Country-specific keys โ tied to one country or a small group: e.g., Turkey only, Brazil only.
Why publishers region-lock keys
Three main reasons:
- Price arbitrage. A CIS key might cost $5 while the EU key for the same game costs $30. Without regional locks, everyone would buy the CIS version, undermining European revenue.
- Licensing agreements. Some countries have a separate official distributor who doesn't want competition from imported keys.
- Legal requirements. Certain content may be prohibited in specific countries.
How to check a key's region before buying
A trustworthy seller always states the region in the product description. Look for:
- "Global" / "Worldwide" โ no restrictions.
- "CIS" / "RU/CIS" โ for post-Soviet countries.
- "Europe" / "EU" โ for Europe.
- Specific country: "TR only," "IN only," etc.

What happens if you activate a key from the wrong region
Steam checks your account's region (determined by IP address and payment data). If the key's region doesn't match โ activation is rejected. The game won't be added to your library. Refunds are not automatic โ you'd need to go through the seller.

If my Steam account is in Russia, which keys work? Global, RoW and CIS keys. EU keys won't work. Keys tagged "RU only" work only for Russia.
Can I change my Steam account region to activate an EU key? Technically yes โ Steam does allow region changes. But it's not instant and requires a payment method from the new region. It also goes against Steam policy unless you've actually moved.
